Keyboard is frozen on boot of 2.3.41

I had a similar problem around 2.3.20.  The PCI setup code changed the
interrupt routing set up by the BIOS, i.e. it unconditionally enabled
the USB IRQ, although the IRQ was already assigned to the psaux port.
