When we draft new licenses, we do it as a public process where everyone can participate. You can check out the drafting process for GPLv3 at <http://gplv3.fsf.org/> to see how it was done in the past. We haven't announced a drafting process for GPLv4, but you can keep up to date on drafting announcements and other licensing news by joining the licensing updates mailing list at <https://my.fsf.org/civicrm/mailing/subscribe?reset=1&gid=1524>.
