Here's what I would do :
The easiest thing would be to update mozilla on your existing setup, but i
don't know if your laptop has a modem and/if that modem needs to be
configured as well.
It would also help us if you give us the specs of your laptop, specially
memory and disk size (I gather from the web that the graphic chipset is well
supported)
If you really want to start from scratch, there are options for small
linuxes available take a look at

Most linuxes have support for a variety of languages, although mozilla is
still one of the applications that's a bit behind (it takes a while for the
localization team to catch-up with releases) look here:

My advice is to get the laptop configure before you go down south, as there
would be problems to get linux cd's or assistance, perhaps you could contact
someone in your LUG (Linux Users group)

I think what you're doing is very generous but it has to be said: it's
really the government and our society who should do more and shame on us who
spent countless hours debating about stupidities when we could do things to
improve the lives of our fellow mexicans...;(
