php header

que tal bueno tengo este peque;o problema

cuando hago esto.

<body>
<?php
Header("Content-Type: image/gif");
?>
</body>
</html>

me sale este error.
Warning: Cannot add header information - headers already sent by (output
started at /usr/local/ssl/htdocs/lwong/index.php:3)

y hasta compile mi apache con esto.

--with-apache=../apache_1.3.12' '--with-mysql'
'--with-pgsql=/var/lib/pgsql/'
 '--with-imap' '--with-ldap' '--enable-track-vars' '--with-xml'
'--enable-url-includes'
 '--with-jpeg' '--with-t1lib'
bueno ese es el modulo de php pero eso va despues con el apache.
tengo php4

saben a que se dene ese error?
